MINUTES

TOWN OF VERMONT PLAN COMMISSION

AUGUST 3, 2005

The meeting was called to order by Commission Chair, Barbara Grenlie, at 7:30 p.m. The Commission Secretary reported the meeting notice had been posted at the Black Earth State Bank, Amcore Bank in Mount Horeb, on the front door of the Town Hall and on the town Web Site, www.townofvermont.com; also published in the News Sickle Arrow and the Mount Horeb Mail.

Members present: Barbara Grenlie, Marian Swoboda, Mark Sherven, Jim Elleson. Members absent: Donald McKay, Marc Robertson,

Motion was made by Mark Sherven seconded by Jim Elleson and carried to switch agenda item one and two allowing the commission to discuss the Kirchstein driveway issue first.

THE JAMES KIRCHSTEIN DRIVEWAY ISSUE

The issue centered around the question, whether or not a fifth residence could use the Kirchstein private driveway leading off from 78. Mr. Kirchstein said he had checked with the state and found the state's concern is only with the number of entrances not the number of homes using a particular driveway.

The issue was brought up because he wants to build another home on the driveway for a member of his family which would be possible if the town continued to discount the residence in the Town of Cross Plains. Mr. Kirchstein recalled in 1999 the town gave permission for a fourth residence on the one driveway although it exceeded the allowable number. Since that time the number of allowable homes has been changed from three to four which again brings up the same question.

After some discussion the Commission Secretary Marian Swoboda was asked to review the board minutes for references on the issue.

COMPREHENSIVE PLANNING SURVEY

The remaining part of the meeting was spent working on the survey which will be sent to all Town of Vermont citizens and property owners dealing with questions pertinent to issues under the state's Comprehensive Planning legislation.
